and Project Directorate II-2 set on December 16, 1993, in order to discuss the i

appropriateness of a reduced USI A-46 program scope for the affected plants i

owned by the Florida Power and Light Company (St. Lucie Unit I and Turkey l

Point Units 3 and 4), and the Florida _ Power Corporation (Crystal River Unit 3). Specifically, the discussion focused on the feasibility of a reduced

Based on the meeting discussion and subsequent discussions with NRC l

management, an agreement was reached on an acceptable framework for a reduced-scope relay program. Enclosures I and 2 provide the details of the meeting l

discussion and the attendance list.

!I It is noted that the staff is currently reviewing the details of FPL's overall l

USI A-46 implementation programs for St. Lucie and Turkey Point, and is awaiting the licensee's response to a request for additional information.

In addition, the staff is reviewing FPC's proposed implementation program for Crystal River, and, based on an initial assessment of the program, the staff 4

i does not expect any major issues of disagreement except in the case of relays

i which is addressed in Enclosure 1 as stated above. With regard to roiays, the i !

Summary of Staff Meetir.g Held.on December 16, 1993 i

The subject meeting was held to discuss the appropriate content of a reduced-1-

scope program for resolving USI A-46 for the facilities owned by the Florida l

Power and Light Company (St. Lucie Unit I and Turkey Point Units 3 and 4), and 1

the Florida Power Corporation (Crystal River Unit 3). Specifically, the 4

discussion focused on: an acceptable reduced effort approach for evaluating the

! I seismic adequacy of electrical relays. This issue has been a longstanding point of contention between the staff and the Florida licensees. They have i

maintained that any relay evaluation is not warranted due to the low seismicity of their'glant sites (FPL has recently modified its position to include a review of certain low ruggedness relays), while the staff has been j

reluctant to accept anything less than the approach delineated in the Generic j

Implementation Procedure, Revision 2 (GIP-2).

In light of the meeting discussion, the staff has reconsidered its earlier position that the Florida licensees should perfom full-scope relay functionality evaluations (i.e., p9r the GIP-2 guidelines) in order to resolve USI A-46 for their respective plant sites. The bases for a reduced progran is as follows:

The staff acknowledges that the FPL and FPC nuclear facilities are located in a region with very low seismic hazard that is substantially lower than any other nuclear site in the United States; thus, the likelihood of encountering a Safe Shutdown Earthquake (in the range of 0.lg to 0.15g peak ground acceleration for the subject plants) is extremely low.

For a plant located in a region with such a relatively-low seismic hazard, it is unlikely that a potential seismic event would produce vibratory ground motion of substantial intensity to cause a significant number of relays to. experience chatter, especially if it is confirmed that the anchorages for the relays and the equipment housing them are sufficient to withstand a design basis earthquake.

For the small number of relays which may experience chatter and for which the chatter produces an undesirable affect on safe shutdown i

equipment, it is considered likely that operator action will be sufficient to cope with the undesirable effects (e.g., reset the-relay, work around any affected equipment, etc.) within the time needed to avoid core damage.

Based on the above, and in order to satisfy the intent of the USI A-46 concern regarding potential seismic-induced relay malfunction, the staff agrees that the following reduced program is an acceptable approach for evaluating the seismic adequacy of relays in the FPL and FPC facilities:

Licensees need not perform a full-scope relay review (e.g., GIP-2 approach) provided they confirm, by plant walkdowns, that all essential relays in the safe shutdown path are properly installed; 1.e., installed per design drawings with adequate anchorages.

2 Additionally, since there is a known group of relays considered as " Bad Actor Relays" (EPRI NP-7148-St., Appendix E) which are susceptible to chatter at very low vibration levels, licensees should confirm that operator action will be sufficient to cope with the malfunction of any such relays, or any other relays, in the srie shutdown path in the context of the procedure described below. The licensees should also 4

consit to replace all " Bad Actor Relays" cf any are identified during t

maintenance or modification activities that occur for other reasons for the balance of plant licensed life.

,t The licensees should commit to develop a top level procedure for coping with the consequences of relay chatter. This procedure should alert operators to the potential for seismically-t.;m.ed relay chattering, describe the expected effects and diagnostic tools available to the operators, and describe methods for coping with the situation.

For the remaining cu,paent in the USI A-46 scope, the licensees are expected i

to perform walkdowns to demonstrate that the safe shutdown path equipment (e.g., pumps, valves, heat exchangers, tanks, cabinets, raceways, etc.)

satisfy the intent of GIP-2, and take whatever action warranted to restore the condition of that equipment and ensure their functional operability in accordance with design requirements, as necessary. Special emphasis should be l

placed on evaluating the adequacy of safe shutdown tanks to ensure that GIP-2 l

criteria are satisfied; for tanks which do not satisfy GIP-2, licensees should l

implement modifications to ensure positive fixes.
