DIRECTOR'S HIGHLIGHT go N As a result of a recent Director's Highlight on St. Lucie Unit 2, which reported low power (45%) operation to stretch the fuel to the next refueling outage scheduled for February 1994, you raised a question regarding some outage-related work that the licensee was performing in advance of the outage, taking advantage of the reduced power operation.

You expressed a concern that the licensee might be entering LCOs to perform such work.

The licensee has not been entering TS LCOs and has limited such work only to the secondary systems, being able to take one train at a time out of service 1

because of low power operation. Examples of such work include refurbishing of

the main feedwater pump and a heater drain pump.
