OF A MEETING BETWEEN FPL AND NRC STAFF j

On April 6, 1993, a meeting was held at the NRC Rockville offices between Messrs. W. Bohlke, R. Grazio, and M. Schoppman of FPL 'and Messrs. J.

Richardson, S. Varga, G. Lainas, and others of the NRC staff. The enclosure contains a complete list of attendees.

During the meeting FPL was informed of three major issues relating to seismic qualification of electrical and mechanical equipment at St. Lucie Unit I and l

Turkey Point Units 3 and 4 that the staff considers inadequately addressed in the FPL submittal. The submittal was made in response to Generic Letter (GL) 87-02 that dealt with the Unresolved Safety Issue (USI) A-46.

The issues I

discussed were as follows:

1.

FPL needs to address a basic programmatic issue involving the identification of the safe shutdown path (s) and the associated safe j

shutdown equipment list. FPL has provided drawings and equipment lists identifying the equipment included in its program, but has not described how its safe shutdown path will accomplish the required safe shutdown functions. Therefore, the staff cannot determine the 4

validity of the path, nor the adequacy of the equipment. list 3

associated with the path. This information was previously requested in several written and oral connunications.

FPL has taken exception to the requirement in GL 87-02 that its program must demonstrate that hot shutdown will be achieved and maintained for a minimum of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

FPL has indicated that its program will achieve and maintain hot shutdown for 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />.

This exception, in the staff's opinion, has a significant impact on the scope of equipment included in the program.

FPL contends that relay functionality is not a concern at its plants, and, therefore, it should be exempt from the relay portion of USI A-46.

FPL presented its justification for this position in a letter dated December 13, 1989. The staff reviewed the justification and concluded that it was not acceptable.

In a September 8, 1992 letter, FPL restated its position.

The st ff also informed FPL that there are some other issues which will be the subjer; of fytyre request for additional information.

V April 12, 1993 FPL committed to revisit the seismic qualification issues discussed and respond to the staff.

FPL agreed to promptly provide the staff a schedule for its response.

The meeting ended with a review of the status of license amendments needed by both plants to support the refueling outages.
