.e, SAFETY EVALUATION AMENDMENT NO. 35 TO NPF-10 AMENDMENT NO. 24 TO NPF-15 SAN ON0FRE NUCLEAR GENERATING STATION, UNITS 2 & 3 DOCKET NOS. 50-361 AND 50-362 Introduction Southern California Edison Company (SCE), on behalf of itself and the other licensees, San Diego Gas and Electric Company, the City of Riverside, California, and The City of Anaheim, California, has submitted several applications for license amendments for San Onofre Nuclear Generating Station, Units 2 and 3.

One such request, Propcsed Change Number 149, or PCN-149, dated October 11, 1984, involves changes to Technical Specification (T.S.) 3.2.6, "Peactor Coolant Cold Leg Temperature - Limiting Condition for Operation."

This T.S. requires that the reactor coolant cold leg temperature (Tc) be maintained between 544'F and 558'F when in Mode 1, above 30% of rated thermal power. This limiting condition for operation ensures that the cold leg temperature is maintained within the limits assumed in the accident analyses.

The proposed change would reduce the lower limit on cold leg temperature from 544'F to 535'F for power levels greater than 30% and less than or equal to 70% of rated thermal power. The proposed change provides additional operational flexibility for plant maneuvering.

Evaluation The licensee has reevaluated the San Onofre 2 and 3 accident analyses in light of the proposed change. Reducing the cold leg temperature was detemined to adversely affect the consequences of loss of heat sink and large break LOCA. Upon reevaluation, the licensee detemined that the reduced power level and core stored energy at 70% power operation and below more than com-pensated for the effect of the lowered cold leg temperature. The staff concludes that the licensee's proposed revision is acceptable, because the limiting accidents remain within the acceptance criteria of Section 15 of the Standard Review Plan (NUREG-0800).

Contact With State Official The NPC staff has advised the Chief of the Radiological Health Branch, State Department of Health Services, State of California, of the proposed determina-tions of no significant hazards consideration. No comments were received.

Environmental Consideration These amendments involve changes in the installation or use of facility i

I components located within the restricted area. The staff has detemined that the amendments involve no significant increase in the amounts of any effluents that may be released offsite and that there is no significant increase'in individual or cumulative occupation radiation exposure. The Commission has previously issued groposed findings that the amendments involve no significant hazards consideration, and there has been no public coment on such findings. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR Sec. 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environ-j mental assessment need to prepared in connection with the issuance of these i

amendments.

i Based upon our evaluation of the proposed changes to the San Onofre Units 2 and 3 Technical Specifications, we have concluded that:

there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner and such activities will be conducted in compliance with the Comission's regulations and the issuance of the amend-ments will not be inimical to the common defense and security or to the health and safety of the public. We, therefore, conclude that the proposed changes are acceptable, and are hereby incorporated into the San Onofre 2 and 3 4
