FORT ST. VRAIN TENDON CORROSION - SAFETY EVALUATION (UPDATED)

2. Memorandum from J. R. Miller and E. Johnson to F. Miraglia dated February 5,1985 on Operating Plan for Fort St. Vrain Restart Review.
3. Memorandum from H. L. Thompson to R. P. Denise dated May 21, 1985 on Fort St. Vrain Tendon Corrosion SE.

Enclosed is our updated Safety Evaluation (SE) concerning the review of the corrosion of the Fort St. Vrain (FSV) tendons. This SE is in response to Item 5 of TIA 85-01 (Reference 1) and our operating plan for conducting this review (Reference 2). This SE updates our earlier SE on this subject (Reference 3).

The reviewer for this SE is Harold Polk, SGEB (FTS 492-8426). This review is based on a TER supplied by Los Alamos National Laboratory, which was supplied O in Reference 3.

The staff accepts the licensee's commitments concerning tendon surveillance as a basis for plant restart. In addition, the licensee has comitted to incorporate the modified tendon surveillance program into the Technical Specifications and provide the NRC with the results of the tendon surveil-lance program six months after plant restart. The licensee has also addressed the potential for anchorage stress washer failure.

We have found that these items provide an acceptable basis for plant restart.
