I, Billy J. Clack, being duly sworn according to law, de-pose and say as follows:

1. My name is Billy J. Clack. I am the Executive Direc-tor of the Georgia Emergency Management Agency. My business address is P.O. Box 18055, Atlanta, Georgia 30316. A summary of my professional qualifications j.s attached to this affidavit as Exhibit A.
2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention E2-4," which concerns the identification of hospi-tals for the treatment of contaminated injured individuals. I 9603140297 B60306 PDR ADOCK05000gg4 0

have personal knowledge of the matters set forth herein and be-lieve them to be true and correct.

3. " Annex D, Plant Vogtle, to The Georgia Radiological Emergency Plan" (April 1985) (" Georgia Plar.") identifies Burke County Hospital (in Waynesboro, Georgia) as the primary medical facility in Georgia for treatment of any members of the general public who might be contaminated and injured as a result of an accident at Plant Vogtle. (The plan is being revised to elimi-nate reference to Burke County Hospital as a medical facility for any members of the public who were injured but not contami-nated). See Georgia Plan, 5 F.1.a.
4. The Georgia Plan further identifies Humana Hospital (in Augusta, Georgia) as the secondary medical facility in Georgia for the care of offsite victims of an accident at Vogtle. Thus, should the capacity of Burke County Hospital be exceeded, contaminated injured members of the general public would be taken to Humana Hospital. (The plan is being revised to eliminate reference to Humana Hospital as a medical facility for any members of the public who were injured but not contami-nated). See Georgia Plan, S F.1.b. Both Burke County Hospital and Humana Hospital are accredited by the Joint Commission for Accreditation of Hospitals ("JCAH").
5. Finally, the Georgia Plan provides that any victim of a radiological accident at Vogtle who requires care that cannot be provided at either Burke County "ospital or Humana Hospital

a can be treated at the Oak Ridge Associated Universities Medical Division. Oak Ridge Hospital of the Methodist Church (in Oak Ridge, Tennessee)." See Georgia Plan, 5 F.1.c. Like Burke County Hospital and Humana Hospital, Oak Ridge Hospital is JCAH accredited.

6. The Georgia Plan thus identifies medical service fa-cilities capable of treating contaminated, injured members of the general public, in compliance with 10 C.F.R.
