2. The purpose of this affidavit is to support "Appli-l cants' Motion For Summary Disposition of Joint Intervenors' l Contention EP-4," which concerns the identification of hospi-tals for the treatment of contaminated injured individuals. I B603140275 B6030/,

3. The."Vogtle Electric Generating Plant Unit 1 and Unit 2 Emergency Plan" ("Vogtle Plan") identifies Humana Hospital (in Augusta, Georgia) as the primary medical facility to be

used by Applicants for treatment of contaminated injured indi-viduals from the Plant Vogtic site, with Burke County Hospital .

(in Waynesboro, Georgia) as a back-up facility. See Vogtle Plan, 5 L.3.

4. Both Humana Hospital and Burke County Hospital -- as well as Aiken Community Hospital (in Aiken, South Carolina) and Dwight D. Eisenhower Army Medical Center (at Fort Gordon, South Carolina) -- are accredited by the Joint Commission for Accred- '

! itation of Hospitals ("JCAH"). Standard V of the Commission's Accreditation Manual for Hospitals (1985) requires that accred-ited hospitals have procedures for:

The emergency management of individuals who have actual or suspected exposure to radia-tion or who are radioactively contaminated.

Such action may include radioactivity moni-

' toring and measurement; designation and any required preparation of space for evalua-tion of the patient, including, as re-quired, discontinuation of the air circulation system to prevent the spread of contamination; decontamination of the pa-tient through an appropriate cleansing mechanism; and containment, labeling, and disposition of contaminated materials.

JCAH-accredited hospitals therefore have approved precedures for treatmont of contaminated injurei individuals.

5. The Vogtle Plan thus identifies medical service fa-cilities capable of treating contaminated, injured individuals from the Plant Vogtle site.
