By; letter dated November 11. 1985, the Illinois' Power Company-(IPC) requested' an amendment _ to Special Nuclear Materials License No. SNM-1886 authorizing an exemption from the. provisions of 10 CFR 70.24,' " Criticality Accident Require-Ement." LSuch an exemption wot.1d relieve IPC's Clinton Power Station from the

' requirement of having a criticality alarm system. The NRC: staff has reviewed

~IPC's reason's for; granting the exemption and has-determined that the licensee

.has sh'ownigood'cause for being granted the exemption. Accordingly.the staff has: concluded that the following conditions have been met.

There is no significant change 1in the type or significant increase in the -

amounts of any effluents--that may-be released offsite, 2.

.There _is no significant increase in individual or cumulative occupational
