Subject: NRC Inspection Report
This refers to the routine inspection conducted by Messrs. H. Cillis,
C. Hooker and R. Cook of this office on September 23-27, 1985, Octt.ber 7-15,
1985, and telephone discussions of October 18, 21, 22, 23 and 24, 1985, of
activities authorized by NRC License No. DPR-54, to the discussion of our
findings held by Mr. Cillis with Hessrs. G. Coward and it. Columbo and other
members of your staff at the conclusion of the inspection and to our
discussion following the security related Enforcement Conference held on
November 15, 1985.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by '.'te inspector.
Based on the results of this inspection it appears that some of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation and Notice of Deviation, enclosed herewith as
Appendix A and B, respectively.
We have particular concerns with respect to your efforts to implement the
Post-Accident Sampling program. We consider your actions to implement the
program have not been timely or consistent with your previous commitments to
the Commission. These concerns were previously brought to your attention in
our letters dated June 3, 1983, September 26, 1983, and July 30, 1984. The
observations as described in the enclosed inspection report indicate that
there has been a lack of communication between SMUD management and the SHUD
staff.

Specifically, to date we have seen insufficient data to be assured of your
ability to take samples of reactor coolant from the "B" OTSG cold leg and your
ability to take and analyze undiluted backup grab samples consistent with the
NUREG-0737 II.B.3 criteria. Accordingly please advise us of your position on
these sampling capabilities.
If you believe you presently have these
capabilities, we request that a demonstration test be scheduled, which we
could observe. We will contact you shortly to schedule a conference at the
Region V office to discuss these and related issues noted in the enclosed
report.
Your response to the Notices is to be submitted in accordance with the
provisions of 10 CFh 2.201 as stated in Appendix A, Notice of Violation and
the provisions as stated in Appendix B, Notice of Deviation.
In accordance with 10 CFR 2.790(a) a copy of this letter and the enclosures
will be placed in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
Should you have any questions concerning this inspection, we will be glad to
discuss them with you.
