NRC STANDARD CONDITION NO. 70 (

It appears from a recent Agreement State letter (copy enclosed) that the ,

condition does not clearly state that it is acceptable to average the dose l rate over a 100 square centimeter area as defined in NCRP Report 33, i Section 4.2.2. The present Condition 70 A.(1) reads as follows: l C (1) The teletherapy source housing, with the teletherapy i source in the "off" position. The maximum and average  !

radiation levels at one meter from the teletherapy I source in the "off" position shall not exceed 10 milliroentgens per hour and 2 milliroentgens per hour, respectively.

We suggest that you revise the condition to read as follows:

(1) "The teletherapy source housing, with teletherapy source in the 'off' position. The maximum and I average exposure rates at one meter from the source I shall not exceed 10 milliroentgens per hour and 2 l milliroentgens per hour, respectively. However, small areas of reduced protection are acceptable l in evaluating the maximum exposure rate providing i the average over 100 square centimeters at one meter from the source does not exceed 10 milli-roentgens per hour."

Furthermore, we suggest that you change the present standard conditions list to reflect this revision and/or incorporate the change into the revision of Part 35.
