PART 35 COMPLETION SCHEDULE This memorandum is to inform you of a serious problem impacting on the completion of the task force's work on Part 35. To complete the modifications directed by the Commission, a definite minimum personnel resource commitment is necessary. The resources within ny Section are extremely limited at this time due to the loss of J. DelMe<iico, S. Schoenmann, M. Moriarty and R. Mason. The commitment to provide staff assistance (P. Vacca) to the Material Certification and Procedures Branch further complicates the problem.

Two RES staff members provided significant input to the preparation of the original proposal. These task force members, Norman McElroy and Debbie Bozik, have not been officially detailed to this work and although I now have informal agreement from their Branch Chiefs, they are frequently pulled for other tasks and the Part 35 work is left undone.

It is now anticipated that the revised package can be ready to forward to the ED0 by December 1,1983 if adequate staff are assigned to the task. To attempt to complete the Part 35 revision without the necessary staff resources will seriously jeopardize not only the projected completion schedule but the task force's mission. Your help in resolving this issue is needed.

November 17, 1983 Circulate the guide and paper (rule) as a package for reconcurrence (Offices listed above). Circulate concurrently to Agreement States for coments. This phase has been allotted 30 days, but past experience says replies will take up to 60 days or more.

December 16, 1983 Resolution of comments (conflicts) and rewrites as necessary.

Janua ry 16, 1984 Forward to Director, NMSS, for transmittal to EDO.
