PART 35 COMPLET!0N SCHEDULE The August 29, 1983 memorandum from Mr. Davis to you concerning the Part 35 M.endment stated that the "Part 35 schedule cannot be further slipped" once the schedule is firmed. I have evaluated our capability to do the task with that mandate in mind.

The Medical Section, Material Licensing Branch, is working on the following major problem activities:

l o Issuar.ce of Licenses o Preparation of Guides, Standard Peview Plans, and Checklists for Decentralization o Training of Regional Staff o Consultation With and Review of Regionalized Activities o Developr.ent of Part 35 Revisions o Policy Development and resolution of other major generic iss';es.

This list is not in any specific order or priority. It represents about 4.3 FTE's of work for the first half of FY-84, exclusive of the Part 35 Anendment. Assuming that there is no further loss of staff in the Medical Section, there will be only two FTE's available during that period with the current staffing level. Some reprogranming will be necessary to get the job done.

While we have sought assistance from the Office of Nuclear Regulatory Research (RES), we have been unable to obtain a firm cornitment for resources. In addition, Dr. Walker, the project manager, is resigning as of September 30, 1983. With the exception of Ms. Vacca, who presently has heavy commitments on her time in other areas of the medi-cal program, there is not another senicr staff member trained in medical licensing and available to take over the task.

In view of the. situation and in the interest of conducting an orderly program addressing higher priority work, my reccmmendation is to withdraw any plans to work on the Part 35 /cendment until after April 1984. At that time, we will have transferred a large block of materials licenses to the Regions and hopefully will have the Division's reorganization plan accepted which will better enable us to accommodate projects of this sort. The two RES staff members are currently rewriting the medical licensing guide to reflect the Commissioner's decisions. This work should be allowed to continue. In April we can look at the situation again in terms of resources available and commitments.

Recommendation: Issue Licenses until April 1984, transfer licenses to the Regions in April 1984, and review resources available and commitments ir April 1984 to deternine if revisions of Part 35 are feasible.
