REVIEW 0F LICENSE AMENDMENT APPLICATION DATED SEPTEMBER 23, 1985
Background
Combustion Engineering, Inc. (CE), by application dated September 23, 1985, requested authorization for either the Manager of Nuclear Licensing, Safety, Accountability, and Security or the Nuclear Criticality Specialist to conduct the monthly nuclear criticality safety audits of the Nuclear Fuel Manufacturing operations. Only the Nuclear Criticality Specialist or another person meeting his minimum qualifications can now perform these audits.

Nuclear Criticality Safety
~The monthly nuclear criticality safety audits consist of audits for compliance with all regulations and operating procedures and an assessment of the adequacy of the established criticality safety program. The Manager of Nuclear Licensing, Safety, Accountaoility, and Security is qualified to perform this function. The minimum qualifications for the position are a bachelors degree in one of the sciences or engineering and a minimum of 3 years experience in positions which demonstrate sufficient judgement and analytical capability to establish and maintain technically sound and effective health physics, industrial safety, nuclear material accountability and security programs, and to establish and maintain an effective nuclear criticality and radiation safety program. The Nuclear Criticality Specialist must still review and approve facility and process changes, equipment rearrangements, and additions affecting criticality safety which fall within their license conditions. Moreover, the Nuclear Safety Committee will still perform its annual audit of all aspects of the criticality and radiological safety programs. Therefore, the staff concludes the requested authorization does not reduce the effectiveness of the CE nuclear criticality safety program.

Radiation Safety Since there is no change requested in the facility operations or in the radiation safety controls, there will be no change in the radiological safety of the operations.
C.
Environmental Protection There is no requested change in the environmental protection requirements for the facilities. The requested change is administrative.
In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is necessary for the proposed action.
D.
General The amendment application dated September 23, 1985, was discussed with Mr.
Jerome Roth, Region I Facility Inspector of the facility, on November 25, 1985.
He foresaw no safety or environmental problem with the requested authorization.
Conclusion Issuance of the amendment authorizing either the Manager of Nuclear Licensing, Safety, Accountability, and Security or the Nuclear Criticality Specialist to conduct the monthly nuclear criticality safety audits of the Nuclear Fuel Manufacturing operations is recommended.
