In a March 13, 1985 letter from Mr. Cecil 0. Thomas, Chief, Standardization and Special Projects Branch to Mr. J. H. Taylor, Manager Licensing, Babcock

& Wilcox, Topical Report BAW-1543, Revision 2 was accepted for reference in licensing applications. As a result of this approval AP&L requests that the Director, Office of Nuclear Reactor Regulation, approve the integrated surveillance program documented in BAW-1543A, Revision 2 for Arkansas Nuclear One, Unit 1.

Based upon our understanding of your evaluation of this report, after approval of the integrated surveillance program by the Director, Office of Nuclear Reactor Regulation, our exemption to 10CFR50, Appendix H, will no longer be required as the Arkansas Nuclear One, Unit 1 surveillance and dosimetry programs will meet 10CFR50, Appendix H. Therefore, upon approval of the integrated surveillance program for Arkansas Nuclear One, Unit 1 (ANO-1) as described in BAW-1543A, Rev. 2 we request that our exemption to 10CFR50, Appendix H be withdrawn.

Additionally, upon the approval of ANO-l's integrated surveillance program we wish to remove the Techiiical Specifications pertaining to this program.

The Technical Specifications to be removed are Sections 4.2.7, 4.2.8, Table 4.2-1, and the supporting Bases. The actions required by the deleted  ;

DESCRIPTION OF AMENDMENT REQUEST The current Technical Sprcifications contain a schedule for withdrawal of the Arkansas Nuclear One, Unit 1 (ANO-1) surveillance specimens from Davis-Besse Unit 1. These specifications were added in 1976 due to the failure of the ANO-1 surveillance specimen holder tubes. As a result of this failure, AP&L requested an exemption to 10CFR50, Appendix H. This exemption was granted on April 1, 1977 (ICAN047729). AP&L now wishes to, upon approval of BAW-1543A, Rev. 2 for ANO-1, withdraw our exemption to 10CFR50, Appendix H and delete sections 4.2.7, 4.2.8 and Table 4.2-1 of the ANO-1 Technical Specifications. The requirements for the withdrawal and testing of the surveillance specimens are now outlined in BAW-1543A, Rev. 2 and will be required by 10CFR50, Appendix H.

BASIS FOR PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION A review of this proposed change has shown that it does not' involve a significant increase in the probability or consequences of an accident previously evaluated. This is due to the fact that no change to the operation or configuration of ANO-1 will result from this proposed Technical Specification change.

This proposed change is purely administrative in nature. It will simplify the Technical Specifications and remove ANO-l's exemption to 10CFR50, Appendix H. Therefore it does not introduce the possibility of a previously unanalyzed accident.

The ANO-1 material surveillance capsules will. continue to be irradiated in the Davis-Besse, Unit I reactor vessel. These capsules will be analyzed and the pressurization, heatup, and cooldown limitations which are developed based upon the capsule analysis will be developed in the same manner as in the past. This will now be required by 10CFR50, Appendix H instead of by Technical Specifications. Thus there is no significant reduction in the margin of safety.

Based upon the above, it can be seen that the proposed amendment request does not involve a Significant Hazards Consideration.

The Commission has provided guidance concerning the application of these standards by providing certain examples (40FR14870). The proposed amendment matches example (vil). "A change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regulations." The change in the regulations is the May 27, 1983 revision to 10CFR50 Appendix H which allows integrated surveillance programs.
