McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Technical Specification Amendment Relative to the Number of Reactor Coolant Pumps in Operation when in Mode 3

Dear Mr. Denton:

Attached are proposed license amendments for McGuire Nuclear Station Facility Operating Licenses NPF-9 (Unit 1) and NPF-17 (Unit 2).

The proposed changes to the Technical Specifications seek to:

1. Correct an inconsistency between the McGuire Nuclear Station accident analysis in the FSAR and McGuire's Technical Specification 3.4.1.2 and Bases 3/4.4.1 regarding the number of operating reactor coolant pumps when in hot standby; and
2. Ensure that in the event of any limiting accident at zero power the design basis will be met.

Attachment I contains the proposed Technical Specification changes. Attachment II provides a Technical Justification and Safety Analysis in support of the proposed changes. Attachment III provides an analysis confroming to the standards contained in 10 CFR 50.92 as required by 10 CFR 50.91. This analysis concludes that the proposed amendments would not have an adverse safety or environmental impact.

This request involves one application for amendment to the McGuire's Technical Specifications. Accordingly, pursuant to 10 CFR 170.21, a check for $150.00 is enclosed.
