'The NRC issued 10 CFR 50.54(f) letters dated May 17,1996, and August 9,1996, to Northeast Utilities (NU) related to degraded and nonconforming conditions and failures to comply with the plant design bases at the Haddam Neck Plant. The licensee responses to these 50.54(f) letters may serve to answer, in whole or in part, the specific information identified in the proposed 50.54(f) letter attached. The staff will issue a unique letter to NU to address the specific requirements of the attached, proposed 50.54(f) letter, the previously issued 50.54(f) letters, and the schedule for responses. The proposed 50.54(f) letter does not apply to the Millstone units because NU is currently under a confirmatory order to perform an independent corrective action verification program that would satisfy the information elements of the proposed letter.
