Subject: NRC Material Control and Accounting Safeguards Inspection
Diablo~ Canyon Power Plant, Units 1 and 2
This letter rifers to an unannounced Material. Control and Accounting,
Safeguards inspection of your activities authorized under NRC License Numbers
OL-DPP-80 and OL-DPR-82 conducted by Messrs. A. V. Wieder and G. B. Nelson of
this office on December 17-through 19,~1985 and January 2, 1986.
It also
refers to the.. discussion of their inspection'., findings with certain members of
your staff on December'19,1985 and January 2, 1986.
The inspection included examination of activities related to your program for
the control and accounting of special nuclear material in accordance with
applicable requirements.of' Title 10, Code of Federal Regulations, Part 70,
" Domestic Licensing of Special-Nuclear Material", and pertinent license
conditions as described in the enclosed inspection report. Within these
areas, the inspection consisted of selective examinations of procedures and
records, interviews with facility personnel and observations by the
inspectors.
Based on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements,~as set

,
forth in the Notice of Vio?.ation enclosed as Appendix A to this letter. The
items have been categorized into a severity level as described in'the NRC
Enforcement Policy, 10 CFR Part 2, Appendix C.
Your response to this Notice is to be submitted in accordance with the
provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of the findings of your
control and accounting procedures for safeguarding special nuclear material

are exempt from public disclosure; therefore, the enclosed inspection report,
the enclosed notice of violation and your response thereto will not be placed
in the Public Document Room.
