MEMORANDUM TO:

Chairman Jackson Commissioner Rogers Commissioner Diaz Commissioner McGaffigan FROM:

Greta Joy Dicus C

SUBJECT:

COMSECY-96-056; HIGH LEVEL WASTE, DSI-6 Section 3.4 of the Phase 11. " Stakeholder Interaction Report" discusses the public comments and Commission Pieliminary Views on the subject of High Level Waste. I have reviewed the information providea and have concluded that the Commission's final view should be consistent with its preliminary view, namely, to maintain NRC's existing HLW program (Option 3), to revisit this issue if and when Congress provides further legislation on this issue, and to continue to explore taking a more active role in resolving issues in the national HLW program, consistent with our mission.

The public comments received were useful, and may be considered, as appropriate, as Option 3 is implemented.
