OFFICE OF THE CoimissioNen j J. iuary 21,1997 a

e MEMORANDUM TO: Chairman Jackson Commissioner Dicus i 3

Commissioner Diaz Commissioner McGaffigen FROM: Commissioner Rogers M6 c>y

SUBJECT:

COMSECY-96-056: HIGH-LEVEL WASTE AND SPENT FUEL -

DSI-6 1
After a review of the Phase ll Stakeholder Interaction Report and after listening to the Steenng
Committee briefing on Januery 13, I believe the Commission's preliminary views on this DSI capture my position relative to how NRC should appread 4m high-level waste situation given the current uncertainties. .
in its preliminary view, the Commission specifically requested public comment on what additional

! activities the NRC might undertake that would be consistent with its mission, but would have it 1 assume a more active role in resolving issues in the national HLW program. On balance, I do

not believe that comments support a departure from the NRC's present role.
