e MEMORANDUM TO:

Chairman Jackson Commissioner Dicus i

Commissioner Diaz 3

Commissioner McGaffigen FROM:

Commissioner Rogers M6 c>y

SUBJECT:

COMSECY-96-056: HIGH-LEVEL WASTE AND SPENT FUEL -

DSI-6 1

After a review of the Phase ll Stakeholder Interaction Report and after listening to the Steenng Committee briefing on Januery 13, I believe the Commission's preliminary views on this DSI capture my position relative to how NRC should appread 4m high-level waste situation given the current uncertainties..

in its preliminary view, the Commission specifically requested public comment on what additional activities the NRC might undertake that would be consistent with its mission, but would have it 1

assume a more active role in resolving issues in the national HLW program. On balance, I do not believe that comments support a departure from the NRC's present role.
