EXEMPTION REQUESTS FOR THE FORT CALHOUN STATION, UNIT N0. I 10 CFR PART 50, APPENDIX J, PRIMARY REACTOR CONTAINMENT LEAKAGE TESTING FOR WATER-COOLED POWER REACTORS The Commission has issued the enclosed Exemption from certain requirements of Appendix J to 10 CFR Part 50 in response to your letter dated January 26, 1983. Your January 26, 1983 letter also contained proposed technical specification changes which updated a March 30, 1977 amendment application. By letter dated November 27, 1985, you further updated your proposed Appendix J related technical specification changes. Our review of your proposed technical specification changes is continuing and the changes will be the subject of a separate safety evaluation.

The disposition of the exemptions requested is summarized as follows:

1. Personnel Air Lock Leakage Testing:

Request for exemption from the requirement that air locks opened during periods when containment integrity is not required by the plant's l

Technical Specifications shall be tested at the end of such periods at not less than Pa. Granted

2. Type C Testing of Penetration M-3 Isolation Valve:

Request for exemption from the requirement to Type C leak test the containment isolation valve associated with penetration M-3 (charging pump discharge line). Not Needed In granting the exemption request, the staff determined that this action is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.
