APPENDIX J CONTAINMENT LEAK TESTING REVIEW We have cor pleted our Appendix J Containnent Leak Testing Review in response to your submittals dated September 10, 1975, March 30, 1977, and May 15, 1980. Our Safety Evaluation Report, which is enclosed, identifies three open items as follows:

(1) OPPD's correlation to extrapolate leakage rates at 5 psig to 60 psig for containment airlocks is not sufficiently conservative, (2) The valve or valves associated with penetration M-3 should be testad in accordance with Appendix J. and (3) The valve or valves associated with penetration M-44 should be tested in accordance with Appendix J.

Regarding open item 1, we do not believe that your correlation to extrapo-late leakage rates at 5 psig to 60 psig for containment airlocks is suffi-cien':ly conservative. The basis for not approving this correlation can be found on page 8 of the enclosed NRC contractor report. He agree with our contractor on this, and the method contained in Appendix A of the enclosed contractor report is one method that is acceptable to us.

Regarding open items 2 and 3, we concluded that you did not provide suffi-cient justification for not testing the valves associated with these pene- -

trations in accordance with Appendix J, thus we conclude at this time that they should be tested.

In order to resolve these open items, we propose the following.

(1) We request that the District review the methodology contained in Appendix A of our contractor report and determine if this method is acceptable to the District. If the method is acceptable, your response should document your planned use of this method. If the method is not acceptable to tSe District, please propope a method that you believe will resolve our concerns on this issue.

(2) We request that the District either agree to test the valves as-sociated with penetrations M-3 and M-44 in accordance with Appendix J or submit a detailed. justification for not doing so. If you agree -

to Type C test the valves associated with penetrations M-3 and M-44, please please update your proposed technical specifications under item 3.5(4)f entitled " Penetrations to be Tested". If you believe that you need not Type C test the valves associated with penetrations M-3 and M-44, please provide detailed justification for not doing so.

We have put your proposed Appendix.J technical specifications in a held

! status until these items are resolved. We plan to issue a Supplemental SER '

based upon the resolution of these open items, and issue your proposed technical specifications as an amendment to your license at that time. ,

Please provide your response to these open items within 30 days from your receipt of this letter.

The information requested in this letter affects f ewar than 10 respondents; therefore GMB clearance is rot required under P.L.96-511.
