Dear Mr. Utley:
SUBJECT:
We have completed our review of the Carolina Power & Light Co. submittals dated February 13, 1985, dealing with alternative pipe break criteria that would eliminate arbitrary intermediate pipe breaks in certain high energy piping systems at Shearon Harris Nuclear Plant, Unit 1.
Our evaluation of your submittals is enclosed.
Based on our review of the technical justification for elimination of arbitrary intermediate breaks given Appendixes A through D to the above cited submittals which include the main steam and feedwater piping and certain primary system piping, we have concluded that your request is acceptable.
This subject is being treated as a justified deviation from Section 3.6.2 of the Standard Review Plan (SRP). Therefore, we request that you revise the Shearon Harris Final Safety Analysis Report (FSAR) to reflect these changes to the postulated pipe break criteria. The enclosed Safety Evaluation will.be incorporated into Supplement No. 3 to the Shearon Harris Safety Evaluation Report at a future date.
Sincerely, George W. Knighton, Chief Licensing Branch No. 3 Division of Licensing
