On August 6-8, 1985, a special safeguards inspection was conducted by

l

Mr. G. C. Smith of this office at the Pilgrim Nuclear Power Station, Plymouth,

'

Massachusetts of activities authorized by NRC License No. DPR-35. Our findings

were discussed by Mr. Smith with Mr. C. Mathis of your staff at the conclusion

l of the inspection. The inspection findings were also discussed on August 12,

1985, during a telephone conversation between yourself and Messrs.

'

E. Wenzinger and J. Joyner of this office.

The purpose of this inspection was to review the circumstances surrounding the

. identification, by members of the plant security staff, of two instances of a

j degraded vital area barrier. Our findings are described in the Region I

, Inspection Report which is enclosed with this letter. The inspection

consisted of interviews with personnel, and observations by the inspector.

Our inspection identified an apparent violation of NRC requirements involving

'

two additional vital area barrier degradations. We are concerned about this

apparent violation, especially because a similar problem was identified by an

i

NRC inspector in the past and, more recently, you identified deficiencies in

the same area and reported to the NRC that these problems had been corrected

and that no further deficiencies of a similar nature were found. For these

, reasons, we have scheduled an enforcement conference in our offices in King of

Prussia, Pennsylvania, at 10:00 a.m. on August 27, 1985 to discuss this

'

matter. At that conference you should be prepared to discuss the causal

factors which led to the apparent violation, as well as the measures you have

taken or plan to take to ensure the adequacy and completeness of your

corrective actions when violations of NRC requirements are identified. Our

decision concerning the appropriate enforcement action concerning this matter

will be comunicated to you following the conference by separate

correspondence.

A paragraph in the enclosed inspection report contains details of your security

program that have been determined to be exempt from public disclosure in accor-

dance with 10 CFR 73.21 (Safeguards Infonnation). Therefore, the paragraph so

identified in the inspection report will not be placed in the NRC Public

Document Room and will receive limited distribution. The inspection report

cover sheet and the remaining portions of the inspection report will be placed

in the Public Document Room, in accordance with 10 CFR 2.790(a).
