Dear Mr. Weber:

In Section 6 of its Decommissioning Funding Plan, submitted to the NRC on August 15,1994, Siemens Power Corporation (SPC) committed to update its decommissioning cost estimate periodically as conditions warrant. A number of conditions in effect at the time the 1994 cost estimate was put together have changed such that SPC deems it appropriate to update the estimate. The changes are:

1.

The construction of SPC's Dry Conversion Building, which necessitates inclusion of its decommissioning costs (SPC committed, in its April 28,1993 letter to the NRC, to update its decommissioning funding plan as necessary prior to startup of the new Dry Conversion Facility);

2.

The remodeling of the Lagoon Uranium Recovery (LUR) facility and inclusion of the Solids Processing Facility (SPF) in the combined LUR/SPF Building, which necessitates inclusion of its decommissioning costs; i

3.

A reduction in the estimated volume of contaminated equipment and material to be buried when the UO and Specialty Fuels Buildings and auxiliary facilities are 2

decommissioned. This reduction is necessary because the burial container void volume assumed in the 1994 cost estimate was erroneously twice as much as it was intended to be; 1

4.

An increase in burial rates of approximately 60% for containerized waste; i

5.

SPC's burial of much of its containerized waste on hand at the time of the 1994 estimate, therefore allowing removal of the casts of such burial:

6.

SPC's expenditure of the LUR/SPF Building capital costs, which were in the 1994 estimate, therefore allowing removal of these costs from the estimate; and 7.

Apart from burial rates, cost increases due to inflation of slightly more than 9% over the past three years.

As can be seen on Table I-7.1,'the net result of these changes is a decrease of slightly over

$400,000 in the total decommissioning cost estimate. The current level of financial assurance of $27,000,000, therefore, is still adequate.

6 CHAPTER 7 DECoMMISSloNING 7.1 Decommissionino Plan A decommissioning plan has been prepared which meets the guidelines and requirements as specified in " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for By-Product, Source or Special Nuclear Material," U.S. Nuclear Regulatory Commission, April,1993. The disposition of uncontaminated equipment and facilities is not within the scope of this plan, provided that such facilities are verified to be uncontaminated in accoroance with approvea radiation survey proceduru, and are therefore not addressed further, i

The residual contamination levels in decontaminated facilities to be unconditionally I i

released shall be within the values given in the guidelines mentioned above. Any equipment or facility which cannot be decontaminated to those levels shall be !

transferred to another licensed facility or demolished, packaged and disposed of at a licensed low-level radioactive waste disposal site.

The decommissioning plan is described in more detail in a document entitled, "Siemens Power Corporation, Decommissioning Funding Plan," August,1994, (DFP).

Prior to the start of decontamination, a detailed decommissioning plan, including a proposed closeout survey plan, will be submitted to the NRC for approval. The closeout survey shall be approved by the NRC prior to release of equipment or

. grounds to unrestricted use.

7.2 Decommissionina Cost Estimate An updated decommissioning cost estimate has been made in 1997 dollars using the i

documented decommissioning plan as a basis. The cost estimate summary is in Table I-7.1. Further cost estimate review schedules are discussed in the DFP.

7.3 Decommissionina Fundina Plan SPC is using a parent company guarantes to provide assurance that sufficient funding i

will be available for plant decommissioning.
