As a part of this request, proposed replacement pages for Appendix A are also included.

s TECHNICAL SPECIFICATION CHANGE REQUEST NO. 150 The Licensee requests the attached pages replace pages 3-8, 3-9, 3-9a , 6-13, and 6-17 of the existing Technical Specifications.

REASON FOR CHANGE In TSCR No. '116 (Amendment No.108) the Technical Specifications were revised to be in accordance with the Standard Technical Specification (STS) relative to specific activity of the prinary coolant system. Specifically the requirement for submitting a Special Report when Dose Equivalent I-131 was above the specified nornal' limit for more than 500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> in any consecutive 6 month period was added. Recently the NRC issued Generic Letter 85-19 which stated that the Special Report for the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> (800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12 month period) limit can be eliminated in the Technical Specifications via a Technical- Specification Change Request (TECR). The Generic Letter also attached a. revised STS which included rerorting requirenents in the Annual Report in place of the Special Report. This TSCR revises the Technical

-Specifications to effect the change from a Special Report to providing detail in the ' Annual Report.

SAFETY EVALUATION JUSTIFYING CHANGE The stated purpose for_ requiring the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> limit Special Report was to

". . . alert the NRC to the situation and allow sufficient time for evaluation and appropriate action before reaching the 800 hour0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> limit."

A review of a representative lot of readily available data on Dose Equivalent I-131 ~1evels while the TMI-l Plant was operating revealed that the actual levels of iodine spikes were well below the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> limit. This is due in part to the quality of the nuclear fuel. Additionally,10 CFR 50.72 would require the NRC to be immediately' notified of fuel cladding failures that exceed expected values or that are caused by unexpected factors.

- The operating limits as defined in Technical Specification 3.1.4.3 b (48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> limit and Figure 3.1-2a limit) are not to be revised.

. Based on the above stated past performance, the fuel cladding failure

- reporting requirements and no change to existing operating limits, this TSCR will not inpact arty safety consideration.

SIGNIFICANT HAZARDS CONSIDERATION This proposed change is similar to Example (IV) of the " Amendments not Likely to Involve ~Significant Hazards Consideration" from Federal Register Vol. 48 No. 67 at 14870 on April 6,1983.

The specification requirement of a Special Report at the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> limit was established to be a " Warning Sigral" to evaluate the situation and take appropriate action. Since It has been demonstrated that the actual time for iodine spikes has been well below the 500 hour0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> limit and fuel cladding failure reporting requirements exist, this TSCR does not:

(1) affect plant design or operation, and therefore would not involve a significant f rerease in the probability or consequences of an accident previously evaluated; (2) involve a modification to the existing plant equipment and therefore would not create the possibility of a new or different kind of accident from any accident previously evaluated; (3) involve changes which would affect the safety analysis of the plant and therefore would not involve a significant reduction in the nargin of safety.

As noted in the Safety Evaluation, the existing operating limits are not being revised. Therefore, significant safety hazards are not associated with this cha nge.

IMPLEMENTATION It is requested that the amendment authorizing this change become effective upon issuance.
