GPUNInc. Letter No. 1920-98-20522, dated February 2,1999 On July 27,1999 GPU Nuct ur (GPUN) Inc. held a telephone conference call with representatives of the Nuclear Regulatory Commission (NRC) staff to discuss TSCR No. 274.
The TSCR would revise the Engineered Safety Feature (ESF) Systems leakage limits in the posteccident recirculation surveillance Technical Specifications. Approval of this TSCR is also contingent on acceptance of the updated Control Room (CR) Habitability Evaluation performed using a revised Maximum Hypothetical Accident (MHA) analysis ofdose consequences which included the new leakage rate limit as one of the MHA analysis assumptions.
As a result of NRC generic concerns regarding CR habitability issues, GPUN is submitting this supplemental change to the request which will administratively limit the applicability of the license amendment at TMI-l to the next operating cycle (Cycle 13). GPUN understands that the NRC is attempting to resolve the generic issues through an industry forum; and, that this period
. of time should be adequate for resolution of the issues. Following such resolution, the TMI-l CR Habitability Evaluation may require further refinement. GPUN suggests that the NRC Safety Evaluation Report granting approval of this license amendment include a provision for extending the period of approval for this amendment should the generic resolution of CR habitability. issues take substantially longer than expected.

for one cycle only and does not impact the safety evaluation performed for the original change request or the "No Significant Hazards Consideration" analysis for TSCR No. 274, pursuant to the standards contained in 10 CFR 50.92.

sent'to the chief executives of the township and county in which the facility is located, as the l
designated official of the Commonwealth of Pennsylvania, Bureau of Radiation Protection.
