Three Mile Island hecles. Station, Unit 1, (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Technical Specification Change Request (TSCR) No. 263 in accordance with 10 CFR 50.4(b)(1), enclosed is TSCR No. 263. Also enclosed is the Certificate of Service for this request certifying service to the chief executives of the township and county in which the facility is located, as well as the designated official of the Commonwealth of Pennsylvania, Bureau of Radiation Protection.
The purpose of this TSCR is to request three (3) changes to the TMI-l Technical Specifications.
Technical Specification (TS) 3.3.1.2 which provides a Limiting Condition for Operation that requir 1040 ff of borated water in each Core Flood Tank, would be changed to 940 fl on the basis of revised analyses performed by Framatome Inc. for operations at higher power levels up to 2772 MWt. TS 4.5.2.1.b which specifies a surveillance acceptance criteria for the Emergency Core Cooling System (ECCS) high pressure injection (HPI) flow rate, currently at 500 gpm, would be lowered to 431 gpm, based upon the LOCA analyses performed by Framatome for operation at 2772 MWt. Lastly, the TS 3.3.1.1.f LCO which currently allows either local or remote manual operability ofdecay heat valves would be revised to delete the local manual valve operability option.
GPU Nuclear Inc. requests that the amendment authorizing this change become effective prior to the restart from the 12R refueling outage scheduled to begin on September 5,1997.
