Letter, VYNPC to USNRC, FVY 85-50, dated 9/3/85, Vibration and Loose Parts Monitoring System By letter dated September 3,1985 (Reference 4) vou informed us that you did not plan to replace the loose parts monitoring system at Vermont Yankee when it is removed to facilitate replacement of recirculation and residual heat removal system piping during the current pipe replacement outage. You stated that replacement parts are unavailable for the loose parts monitoring system, and that the system has degraded to the point that it no longer serves a useful function.

By letter dated December 1, 1980 (Reference 1) you proposed a one year monitoring program using the loose parts monitoring system as an adjunct to core spray sparger repairs and inspection, following which you would reevaluate changes to the loose parts monitoring program. By letter dated February 4,1982 (Reference 3), in response to Reference 2, you reported the results of your one yeer monitoring program and informed us that:

(1) Audible channel checks will continue to be performed on a daily basis, (2) No major maintenance or equipment replacement will be performed.

The Vibration and Loose Parts Monitoring System was installed as a prototype system and does not reflect state of the art technology. Uncertain future regulation and evolving technology does not at this time justify any major expenditures.

'By letter dated October 21, 1985 you supported your proposed removal of the loose parts monitoring system by informing us that the visual inspection of j the core spray clamp, conducted during each refueling outage including the present outage, has demonstrated no degradttion of the core spray clamp.

Due to the fact that there has been no degradation of the core spray clamp, we accept your decision to fully remove the loose parts monitoring system from service.
