Dear Mr. McMillen:
This letter is submitted as discussed by telephone conversation of December 30, 1985.
Cleveland Electric Illuminating Company letter dated May 17, 1984, described the Cleveland Electric Illuminating Company cold license training response to Generic Letter 84-10 (copy attached). This was in turn approved with clarification by U.S. Nuclear Regulatory Commission letter dated June 7, 1984. This program proposed a six week observation training period at an operational BWR.
Due to several conunitments and schedule requirements, I was able to complete only three weeks of observation training in 1985 but committed in my license application to complete an additional three weeks (total of six weeks) prior to issue of license.
I am schedul.ed to complete these three weeks in January, 1986, and arrangements have been so made.
However, considering my background as a Navy E00W and as a qualified Engineer Officer, as well as my engineering background (BSME, BSAE), I would like to inquire as to whether the proposed six week observation period can be reduced in my specific case.
I request this only because recent fuel load target date changes have made my presence at the Perry site in January desirable in order to ensure site training concerns remain adequately addressed given the close proximity of initial fuel load.
However, pending your review, I will be commencing the remainder of the observation training period on January 6, 1986, with intentions of completing by January 24, 1986.
In the event of a unfavorable review, no response to this letter is necessary.
In the event of a positive response, please notify my office by telephone (216-259-3737, Ext. 5440) so that I may revite's.y i
itinerary accordingly.

Dear Mr. McMillan:
Generic Letter 84-10, Administration of Operating Tests Prior to Initial Criticality, specified requirements for cold license training programs.
Perry proposes to meet these requirements by completing the cold license trainiag program as specified in the Perry Final Safety Analysis Report as further amplified in the following:
l.
Nuclear fundamentals training, including ten reactor start-ups at a nuclear reactor.
Personnel having previous NRC operator licenses or previously qualified as " reactor operators" in the Navy Nuclear Power Program would be construed to have performed ten reactor start-ups without specific documentation of specific nanipulation accomplish-ment.
2.
Observation training on shift at a comparable operating rea c to r. All SRO candidates will complete six weeks, RO candidates four weeks, on shif t at an operating commercial BWR.
3.
Training on a simulator. All license candidates would complete at least three months in simulator training programs, which includes classroom training directly related to the simulator evolutions or manipulations being performed.
4 Training on actual system design.
Each candidate will complete ten weeks of Perry Specific systems training including in-plant walkdowns.

- Specific numbers of licenses are approximate It is highly desired tiet Perry license candidates participate to the greatest extent possible in the Perry start-up test program to gain the experience and in-depth fan.iliarity with Perry systems which the start-up test program provides.
Documents such as Generic Letter 84-10 impede achievement of the goal by directly af fecting previously approved training and examination plans.
Also, these additional experience require-ments have discouraged licensing of engineers and management personnel which is a condition that NRC has previously stated it was trying to avoid.

. Gentlemen:
In response to your letter of May 17, 1984, the following clarifications are for your information:
1.
All personnel having previously been licensed by the NRC at a comparabic-reactor will meet the requirements of 10 CFR 55.25b as having extensive operating experience with the provision that the license was active for a reasonable period of time.
No certification of the number of reactor start-ups will be required.
Personnel qualified in the Navy program either as Reactor Operators or Engineering Officers of the Watch will be required to certify that they have performed the required ten (10) reactor start-ups or fast scram recoveries.
These candidates should also have been qualified in their positions for a reasonable period of time.
2.
The combination of observation training and simulator training proposed in your letter is satisfactory and will meet the requirements of the genericletter.[3yge) 3.
The proposed training on actual system design is acceptable.
Completion of the proposed training and the submittal of NRC Form 398 with the required documentation will permit the granting of a waiver to applicable portions of 10 CFR 50.25.
Provided the candidates meet all other requirements of ',RC regulations, we will administer examinations to candidates for operator licenses at the Perry Nuclear Plant.
