Please refer to your letter of August 15 transmitting the results of the investigation of the waste shipment incident of July 25, 1975.
i In accordance with 10 CFR 2.201, the enclosure responds to the observations reported in the inspection report.
We do not believe that anything in the enclosure or contained in the report meets the requirements of '10 CFR 2.790 and, therefore, do not request that this information be withheld from public disclosure.

Response to Investigation of Apparent Reaction in Packaged HEPA Filters Enroute to Burial Location.
This incident and the corrective action taken is essentially fully described in the subject inspection report.
To review, Kerr-McGee instituted the following:
. 1.
Shipments of filters from wet systems were discontinued immediately until appropriate neutralization techniques were developed.
2.
The final te:hnique involves the neutralization of filters removed from acid duty with sodium hydroxide solution in a glovebox. After allowing the filter to drip dry, it is bagged out and reboxed for burial. After standing an hour the filters are free of liquid.
This procedure was instituted on September 1, 1975.
We believe that this procedure will insure that no further inctilents of this kind can occur.
In view of the fact that many filters ' rom this system have been shipped without incident, we believe we cannot completely accept that our conjectural explanation of the incident is completely correct.
If your office has record of other incidents of this nature, we would be very interested in exchanging views with the other licensees or contractors involved.
