QUESTIONABLE k' ELD RECORD - k'OLF CREEK During inspection 50-482/84-22, the licer.see inf orrned our inspect ors that a weld (524B2), which the inspection records clearly indicate exists, was found not to exist during a reinspection conducted by the Ifcensee.

In addition, there is a substantial number of missing weld records that have not been accounted for. Region IV is initiating an escalated en orce-f ment action and an enforcernent conference was held with respect to this matter. The licensee has in progress a corrective action program which will result in an extensive review of strut.tural steel welding and associated records. This effort is scheduled to be completed by early December 1984.

The purpose of this memorandum is to advise 01 of this matter. Also, in the cc,ver letter to NRC Inspection Report 50-482/84-22, Region IV informed the licensee that certain aspects of the inspection findings will be referred to 01 for possible investigation. I do not anticipate that immediate actions by 01 are necessary. The findings from the licensee's corrective action program should provide the basis for determining if further actions are required. Region IV will keep 01 advised if there arc significant new developments.
