IE BULLETIN 80-11, MASONRY WALL DESIGN Re: Oyster Creek Nuclear Generating Station The enclosed safety e' valuation provides the results of the staff's review of your submittals on the seismic reevaluation of reinforced concrete masonry walls at Oyster Creek. These submittals were provided in response to IE Bulletin 80-11. The staff's evaluation is based on the results of reviews performed by Franklin Research Center, which are presented in the enclosed Technical Evaluation Report.

As presented in the staff's safety evaluation, Enclosure 1, the staff concludes that IE Bulletin 80-11 has been fully resolved for Oyster Creek and that there is a reasonable assurance that the safety-related masonry walls at Oyster Creek will withstand the specified design load conditions without impairment of wall integrity or the performance of the required safety functions.

You are presently connitted to complete the remaining modifications of the masonry walls in the Cycle 11 Refueling outage; however, you requested by letter dated July 26, 1985, to defer the modifications for 13 masonry walls to Operating Cycle 11. This request is.still under review by the staff and will be the subject of a separate letter.
