Israeli ~ Visit (February 21,1985)

On Thursday, February 21, 1985, NRC staff of RES met with Dr. Eli Stern, Head of the Risk Assessment Department Licensing Division of the Israeli j Atomic Energy Comission (IAEC). The attached meeting confirmation (dated '

2/19/85) outlines the topics which were discussed and identifies the NRC staff who participated in these discussions (except for M. Silberberg who was unable to attend due to illness). Two items should be noted as a result of these discussions.

1. The meeting itself resulted in a net benefit to NRC in terms of the infonnation transferred in the course of the discussions. Dr. Stern was held in high regard by the NRC staff for his recent contributions to the field of risk assessment, with particular emphasis on the health effects aspects of the relative / comparative consequences of accidents at ,

nuclear, coal, and oil-powered plants. Dr. Stern was willing to explain, j in depth, current efforts in consequence modelling where it became l obvious he had overcome a number of difficult technical problems for '

which the NRC staff still lacked solutions. In addition, he promised to provide additional, written material to the staff during the upcoming PRA meeting in San Francisco. NRC will benefit in the field of risk assessment from the continued, long-term contact with Dr. Stern.

2. The Israeli AEC Licensing Division contains 15 professional staff. In at least four instances, Dr. Stern remarked that contractor organizations, very likely U.S., would be hired in the near-term to carry out evaluation ,

and analysis activities to supplement indigenous (IAEC) expertise. l Specific U.S. contractors were not identified. Israel is included in the  ?

10 CFR, Part 810.7, a.1. list of countries for which DOE authorization may -

be required to engage in certain nuclear-related activities. The provisions 1 and requirements of Part 810 need to be widely distributed to ensure that organizations which provide contracting services to the nuclear industry are o advised of DOE authorizations which may be required under this regulation. l t
