We have received the enclosed letter from Dr. Dan Lital. Director of the Licensing Division of the Israeli Atomic Energy Consnission (IAEC) request-ing an appointment to discuss the prospect of MRC's conducting a " peer

review" of new1.y developed IAEC licensing regulations.

i Although this assistance is not explicitly covered in the NRC-IAEC bilateral arrangement, a copy oi which is enclosed. I believe this type of cooperation W

is clearly intended, and is normal under our cooperative arrangements with various countries.

I propose to send the enclosed response telegram to Lital, and to agree to 3

a modest effort of the NRC critique he is proposing, providing the involved 0

NRC technical program offices can spare the manpower.

also benefit NRC and the US nuclear safety program.)
