Dear Mr. Thorne:

We have received the enclosed letter fror Dr. Den Litsi. Director of the Licensing Division of the Israeli Atomic Energy Commission (IAEC) request-ing an appointment to discuss the prospect of MRC's conducting a ' peer review" of newly developed IAEC licensing regulations.

I Althowgi this assistance is not explicitly covered in the NRC-IAEC bilateral arrangement, a copy of which is enclosed. I believe this type of cooperation is clearly intended, and is norus1 under our cooperative arrangements with various countries.

l I propose to send the enclosed response telegram to Lital, and to agree to a modest effort of the NRC critique he is proposing, providing the involved NRC technical program offices can spare the manpower.

(This review could also benefit NRC and the US nuclear safety program.)

May I please have your concurrence in this course of action no later than February 14.
