Dear Mr. Wilgus:

SUBJECT:

COMPLETION OF REVIEW OF ITEM 1.2, POST TRIP REVIEW - DATA AND INFORMATION CAPABILITY, OF GENERIC LETTER 83-28 FOR CRYSTAL RIVER UNIT 3 By letter dated November 4,1983 you responded to Generic Letter (GL) 83-28 with regard to required licensee actions based on generic implications of the Salem ATWS events. We have completed our review based upon the draft Technical Evaluation Report (TER) provided by our consultant, Science Applications International Corporation. The TER was provided to you by our letter dated May 16, 1985.

On May 23, 1985, we held a telephone conference with your staff to discuss the TER and deviations from the guidelines identified in the SER. Your staff clarified several issues in question, and on the basis of your submittal and the May 23 telephone call, we conclude that the actions which you have taken are acceptable, as discussed in more detail in the enclosed Safety Evaluation.

Therefore, Item 1.2 of GL 83-28 is complete for Crystal River Unit 3.

Sincerely, wtalmI. ::1cmm Lr KantJ. si m E=
