1.0 PURPOSE This ESR Evaluation is required as part of Carolina Power and Light Company's commitment to USNRC Generic Letter 94-03 "Intergranular Stress Corrosion Cracking of Core Shrouds in Boiling WaterReactors". As such, this evaluation provides the following:
Documentation of the engineering evaluation performed on the Core Shroud during B111R1.
A basis for the continued use of the BNP1 Core Shroud for at least one additional operating cycle, in the as-found condition, without any operational changes or restrictions. This is accomplished by a rev,'ew of the core shroud structural capacity to the criteria established by the BWRVIP (references 5.6, 5.'7) and approved by the 5
Nuclear Regulatory Commission (reference 5.11).
l A basis for the determination of future shroud inspections.
2.0 CONCLUSION

BNP1 shroud can safely operate in the present condition for a minimum of one e
additional fuel cycle with full FSAR safety margins, without any operational changes or restrictions.
All reported cracking is typical IGSCC located in the heat affected zones of the welds.
3.0 BACKGROUND
in October,1990, RICSIL 054 reported cracking near the circumferential seam weld at the core beltline area of the shroud in a GE BWRl4 located outside the United States. Based on recommendations contained in RICSIL 054, the Unit 1 shroud was inspected in July, 1993, and a near SCO circumferential crack was confirmed on the inside diameter of the Top Guide Support Ring, at the H2 and H3 welds. Welds H2 and H3 were permanently repaired by the installation of a series of clamps about the outside circumference of the shroud. Engineering evaluation EER 93-0536 (reference 5.4) was issued to assess Unit 1 shroud structural integrity.

The BNP1 shroud was re-inspected during the B110R1 refueling outage in the spring of 1995. Engineering evaluation ESR 95-00765 documents the shroud inspection results. This ESR concludes that structuralintegrity of the core shroud will be maintained with full FSAR

l Based on the previous BNP shroud inspections for Units 1 and 2, BWR industry inspection experience, BWRVIP and NRC recommendations and improved inspection tooling, the B111R1 shroud inspection plan was developed and submitted to the NRC on July 5,1996.
The B111R1 shroud inspection plan is included in this report as Attachment A.
l 4.0 FUNCTIONAL REQUIREMENTS l
Details concerning the shroud design, fabrication and functional requirements can be found in reference 5.4. This ESR concludes that the shroud is structurally acceptable to support the follen ng safety design basis functional requirements:
l a) Provide a floodable volume in which the core can be adequately cooled in the event of a breach in the nuclear system process barrier external to the reactor vessel.
l b) Limit deflections and deformations of the reactor vesselinternals to assure that the control rods and the core standby cooling systems can perform their safety functions l
during abnormal operational transients and accidents.
l c) Assure that the safety design -ases (a) and (b) above are satisfied so that the safe shutdown of the plant and removal of decay heat are not impaired.

Step 1 - Collect Information The full thickness ligament data was extracted from the verified inspection summary sheets and input into a Lotus 123 spreadsheet. All uninspected regions as well as partial thickness ligaments were assumed fully cracked. The following spreadsheet variables were also input for each weld location evaluated:

If a weld could not be structurally qualified by the full thickness ligament length method for the specified minimum evaluation period, then the partial thickness ligament analysis method was used.
Partial Thickness Liaament Evaluation Methodoloav (Weld H1-Uope_d Step 1 - Collect Information The partial thickness ligament depth data was extracted from the verified GE inspection summary sheets and input into a Lotus 123 spreadsheet. All uninspected regions were assumed cracked to a depth equal to the average (0.44") of the maximum depths reported for each indication. The spreadsheet calculated the new ligament thickness at the end of the evaluation period (600 days). Crack growth (5x10 ) and inspection uncertainty 4
(0.106") were considered in the determination of the end of evaluation period ligament depth.

welds in order to determine the safety factors used in this report.
(5) Uncracked ligaments contained within the high flux zones were assumed fully cracked for the analysis since it is projected that the LEFM fluence threshold level (see Section 8.0) for weld H4 will be reached within the 2000 day evaluation period. Current projection is 11/04/98 which is during fuel cycle 12. Weld H4 will not reach the LEFM fluence threshold during the next operating cycle.
(6) The UT inspection of weld H7 included 100% of the accessible area about the circumference. Access to areas below the weld were limited due to shroud configuration and tooling limitations. Far side results for the scan reported no indications in this lower region. Weld H7 was visually inspected on the outside surface during B109R1 with no indications reported. Results from this inspection (B111R1) identified 2 indications on the upper side (near) of the weld. For analytical purposes, the shroud thickness at this location (1.5") was reduced by 0.25" (1.25") owing to the limitations associated with far side flaw detection as given in reference 5.8. This 0.25" was not assumed to be a flaw for the following:
Very little cracking was identified in H7. Only 2 indications were noted, both on the ID near side.
BNP operates with hydrogen water chemistry (HWC). Weld H7 is located in the lower portion of the vessel which will see the most bcnefit from hydrogen injection (Iow ECP).
Weld H7 has very little fluence sensitization.
The shroud manway access covers had no reportable indications. The shroud manway access cover is more constrained that the H7 weld and has higher residual stress. Additionally, the welds for the covers are ground, creviced and use the same welding process as the H7 '. veld. The shroud manway access cover welds are therefore a conservative comparison for the H7 weld.

2 E> 1MeV) for LEFM analysis during the next fuel cycle. The only welds expected to reach this threshold level during the current operating license of BNP1 are H4 and H5. The purpose of this letteris to provide to the Nuclear Regulatory Commission (NRC) the plans for reinspection of the core shroud for the Brunswick Steam Electric Plant (BSEP), Unit 1. These reinspections are planned for the B111R1 refueling outage scheduled to begin on October 5, 1996.
On July 25,1994, the NRC staff issued NRC Generic Letter 94-03, intergranular Stress Corrosion Cracking of Core Shrouds in Boiling Water Reactors." The generic letter requested that licensees submit plans for inspections of the core shroud at least 3 months prior to performing such inspections. Although the generic letter does not address reinspection plans, Carolina Power & Light Company's (CP&L) is submitting the Unit i reinspection plans using the generic letter as guidance. Enclosure 1 of this letter provides the Unit i reinspection scope and associated technical bases. The results of these reinspections will be submitted to the NRC within 30 days fo!!owing completion of the inspections.

The scope ofreinspection for the Unit I core shroud is based on the results of previous inspections l
performed on both Unit I and Unit 2, guidance on shroud inspections contained in NRC Generic Letter 94-03, BWRVIP documents "GuidelinesforReinspection ofBWR Core Shrouds" and "BWR Core ShroudInspection andEvaluation Guidelines" nnd continuing developments in the industry.
The inspections of the Unit I core shroud performed during the B109R1 outage (1993) met the requirements of NRC Generic Letter 94-03 of inspecting accessible areas of the shroud circumferential welds. In addition, vertical welds and several attachments welds, and other parts of the core support structure were examined during these inspections. SpeciSc areas on several circumferential welds were benchmarked, so that they could be re-examined to determine the extent of crack growth. A reinspection of the shroud was performed during the B110R1 outage (1995) l focusing on three objectives: (1) re-examination of selected areas to determine crack growth, (2) examination of previously inaccessible areas by use of specialized tooling and (3) examination of a i
number of the installed clamps to verify no inservice degradation has occurred.

For the B111R1 shroud reinspection, CP&L has developed a prioritized/ ordered inspection scheme l
structured to provide suf5cient data such that an assessment of the structural integrity and previous l
cycle crack growth can be determined (see Table 1). The reinspection plan focuses on three objectives: (1) re-examination of selected areas to determine crack growth, (2) examination of a sample of the installed clamps to verify no inservice degradation has occurred and (3) application of improved inspection techniques for welds where surfaces were not accessible with previously used inspection equipment. Speci5cally, as a minimum, UT examinations will be performed on the accessible areas of welds H6a, H6b and H7 (listed as Priority 1 items in the enclosed Table 1);
selected previously inspected areas on weld H5 to assess crack growth (listed as a Priority 1 item in Table 1); and three repair clamps will be VT inspected (listed as a Priority 1 item in Table 1).
Additional inspections will be performed if measurements indicate that crack growth is greater than anticipated (listed as Priority 2 items in Table 1). Predictions from crack growth models indicate that little,ifany, crack growth is expected. This is consistent with predictions and actual results from the previous Unit 2 inspection.
UT inspections will be' conducted utilizing pulse echo technology. Equipment and procedures for UT, l
and for any supplemental VT, will be qualified in accordance with the inspection guidelines of the l
BWRVIP. The NDE uncertainty will be determined in quali5 cation testing by the inspection vendor.
These qualifications will follow the BWRVIP inspection guidelines.
An engineering evaluation of the inspection results will be performed using the flaw evaluation guidance issued by the BWRVIP in " Core ShroudInspection andEvaluation Guidelines", or other altemativeindustnf criteria.
