Dear Ms. Johnson:

,M+ -N On November 25, 1996, the U.S. Nuclear Regulatory Commiission (Commission) issued Amendment No. 176 to Facility Operating LicensezNo.-DPR-39 and Amendment No. 163 to Facility Operating License No. DPR-48 for the Zion Nuclear Power Station, Units 1 and 2, respectively. ;The amendments were in response to your application dated October 4, 1996, and' supplemented on November 6, 1996.

The amendments added a Mode of Applicability to Technical Specification )

i 3.2.3.D, Inoperable Rod Position Indicator Channels. Conversations with ,

. members of your staff on December 5, 1996, indicated that there was an error  !

l in the safety evaluation (SE) in that a sentence in paragraph 2.0 of the SE ,

! stated that hot shutdown can only be achieved with the reactor trip breakers  !

j open. This is not correct, since chemical shim is also available to ensure l i shutdown margin limits are met. Enclosed is a corrected SE. For ease'of

• incorporation, the entire SE is being provided. We apologize for any  :

inconvenience this mistake may have caused.  ;
