Dear Dr. Grace:
Attached is our second interim report on the subject item, which was' deemed reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21 on May 7, 1985.
CP&L is pursuing this matter, and it is currently projected that corrective action and submission of the final report will be accomplished by November 15, 1985.
Thank you for your consideration in this matter.
Yours very truly, b

NBI-MS-853703/2-OSS
SUBJECT:
Shearon Harris Nuclear Power Plant - Unit No.
I 10CFR50.55(e) and 10CFR21 Reportable Deficiency.
Control Panel Ventilation for Emergency Diesel Generator sets supplied by Transamerica Delaval Inc.
under Purchase Order NY-435079.
ITEM:
Generator Panels have inadequate ventilation.
SUPPLIED BY:
Transamerica Delaval Inc., Oakland, California.
The Generator Control Panels are manufactured by RTE-Delta.
MATURE OF DEFICIENCY:
Transan.e rica Delaval, Inc., (TDI) shipped two diesel generator sets to the Shearon Harris site in May and June, 1981. On March 12, 1985, CP&L sent a letter to TDI questioning the reportability of a design change due to an apparent lack of ventilation in the RTE Delta generator control panels.
Based upon a preliminary telephone response to this letter, NCR 85-1066 was generated.
After reviewing the available information, CP&L Engineering determined that inadequate ventilation was provided for the generator control panels.
This would result in qualified component temperature limits being exceeded and possible failure of those components.
DATE PROBLEM OCCURRED:
Refer to section above.
DATE PROBLEM REPORTED On May 7, 1985, CP&L (N. J. Chiangi) notified the NRC (Mr. A. Hardin) that this item was reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21.
SCOPE OF PROBLEM:
The problem involves the two generator control panels shipped for Unit I under Order No. NY-435079.
SAFETY IMPLICATION:
The diesel generators supply power to the ESP buses in case of a loss of both normal on-site and off-site power sources.
If key components in the generator control panel were to fail, a loss of on-site standby power would occur.
NBI-MS-853703/3-OS5
REASON DEFICIENCY IS REPORTABLE:
If left uncorrected, failure of the generator control panel would lead to loss of the ability to supply emergency power.
CORRECTIVE ACTION:
The fans supplied by RTE Delta have been installed in the control panels.
- However, due to the unavailability of a pressure switch in the engine control panel for activating the fan circuit, an alternate method was used.
The drawings will be revised to show the fan circuit connected to the R11B Relay in the engine control panel.
In addition, the thermal monitoring in the generator control panel, which will verify intended function of the fans, is still in progress.
FINAL REPORT:
A final report will be issued once the corrective action described above has been completed.
It is currently projected that the submittal date will be November 15, 1985.
