Dear Mr. Wilgus:

By letter dated June 17, 1985, you submitted the DCRDR Sumary Report (SR) for Crystal River Unit 3 (CR-3) as required by Supplement 1 to NUREG-0737.

Based on our review of that document, we have identified shortcomings in the following areas:

1.

outlining proposed control room changes 2.

proposed schedules for making changes 3.

providing acceptable justification for human engineering discrepancies with safety significance to be left uncorrected or partially corrected.

Our specific concerns and the information needed to complete our review of the CR-3 DCRDR are identified in the enclosed evaluation contractor Science Applications International Inc. (SAIC) prepared by our We agree with the technical evaluations, conclusions, and recommendations contained in that evaluation.

Because of the number of concerns we have with your DCRDR SR, and the complexity of some of these concerns, we propose to meet with you to discuss the SR. Please arrange such a meeting with the NRC Project Manager to take place as soon as possible, but no later than 60 days after receipt of this report.

At this meeting, you should be prepared to discuss our concerns, present the requested information, and make any necessary commitments toward completing the DCRDR.
