This letter forwards Licensee Event Repoft (LER) 9641543, documenting a condition that was initially determined at Millstone Unit No. 3 on June 10,1996.

This LER was initially submitted pursuant to 10CFR50.73(a)(2)(ii)(B). The first LER supplement, submitted on September 5,1996 was submitted pursuant to 10CFR50.73(a)(2)(ii)(B),10CFR50.73(a)(2)(v)(D), and 10CFR50.73(a)(2)(vii).

The second LER supplement, submitted on November 22, 1996 was also submitted pursuant to 10CFR50.73(a)(2)(ii)(B),10CFR50.73(a)(2)(v)(D), 'and 10CFR50.73(a)(2)(vii).

This supplement reports that additional electrical panels were identified that had

- not been included in the past described electrical separation inspections. The results of these inspections will be reported in a supplemental report. NNECO's additional commitments in response to this event are contained within i to this letter.
