1 Duke Power Company Docket Nos. 50-369 and 50-370 l McGuire Nuclear Plant License Nos. NPF-9 and NPF-17

'T During an NRC inspection conducted on September 8 through October 19. 1996, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions." NUREG-1600.

the violation is listed below:

Technical Specification 6.8.1 recuires, in part, that written procedures shall be established. implementec. and maintained covering the activities referenced in Appendix A of Regulatory Guide 1.33. Revision

Ventilation System Train B Operability Test. PT/1/A/4450/03B. was not ddequate. Specifically, on September 29. 1996, it was identified that PT/1/A/4450/03B did not contain adequate instructions to ensure that the ,

containment system annulus ventilation system preheaters remained energized for at least 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> during surveillance testing.

This is a Severity Level IV violation (Supplement I). j Pursuant to the provisions of 10 CFR 2.201. Duke Power Com)any is hereby required to submit a written statement or explanation to t1e U.S. Nuclear Regulatory Commission. ATTN: Document Control Desk. Washington. D.C. 20555 with a copy to the Regional Administrator. Region II, and a copy to the NRC Resident Inspector at the McGuire Nuclear Plant, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply sht 'd
