Dear Sir:

Please find the enclosed Licensee Event Report (LER) 96-018-01 concerning inadequate containment penetration surveillance procedures.

This supplemental report is submitted by Florida Power Corporation in accordance with 10 CFR 50.73 and identifies changes resulting from the comprehensive review of flow diagrams, procedures, design basis documents and licensing basis information required to be performed in accordance with actions established by the original LER.

As a result, included in this supplement is one additional valve and a blind flange discovered to be omitted from the required surveillance l

procedures for verification that containment penetration valves and blind flanges are in their required positions. Note that one valve previously identified in the original LER was removed by this supplement as it had been erroneously identified as not being included in the surveillance procedure.
