SUBJECT:

1985 STEAM GENERATOR TUBE INSPECTIONS AND REPAIR AT MILLSTONE UNIT 2 Using information from the May 1, 1985 meeting between our staffs and your June 12, 1985 and July 12, 1985 letters concerning the results of eddy current testing and subsequent repair of steam generator tubes at Millstone 2, we conclude the following:

1. A more valid eddy current inspection of the steam generator tubes was possible due to the effective removal of copper deposits via chemical cleaning.
2. There is reasonable assurance that the chemical cleaning process did not cause further pitting corrosion of the Inconel 600 tubing.
3. Our December 30, 1983 evaluation approving sleeving as an acceptable method of steam generator tube repair remains valid.

Details of these conclusions are contained in the enclosed Safety Evaluation.

You have stated that pitting is expected to greatly decrease as a result of aggressive countermeasures which are expected to greatly improve the " local-chemistry environment" responsible for the pitting. The effectiveness of these countermeasures should be addressed in accordance with the reportng requirements of the Technical Specifications.
