SUBJECT:
RIVER BEND UNIT 1 FINAL DRAFT TECHNICAL SPECIFICATIONS The enclosed Technical Specifications for River Bend. Unit I are in Final Draft Fom. At this time, we request that you transmit these Technical Specifications to the NRR staff for approval and to the applicant and Region IV for review and certification as being consistent with the FSAR, SER and the as-built plant. These certifications are necessary because many changes to the Technical Specifications have been made since the applicant's earlier certification of May 6,1985. -The applicant should be requested to document in some detail the resources and process used to review and certify the Technical Specifications.
These Technical Specifications were developed utilizing the guidance con-tained in the General Electric BWR-6 Draft Standard Technical Specifications BWR-6 (GE/6-STS). They reflect plant-specific design requirements, new regulatory requirements issued since the last publication of the GE/6-STS and experience gained from other recently licensed BWR plants.
The draft Technical Specifications were provided to the NRC staff (NRR and Region IV), the applicant and our contract reviewer (EG&G-Idaho) for their review and consnent during the development phase. Fomal responses were received from all reviewers.
The review by the NRR staff included consideration of the FSAR through Amendment 20 and of the applicant's letter submittals through July 19, 1985.
The review by Region IV and our contract reviewer included consideration of the FSAR through Amendment 18. Our contract reviewer is in the process of reviewing Amendments 19, 20 and 21. With the exception of four items, the comments from the staff, the applicant and the contract reviewer were resolved, some by revision of the Technical Specifications. These four items concern the following:
(1). The use of unqualified valves for drywell vent and purge (TS 3/4.6.2.7).
(2). Valve groupings (TS 3/4.3.2 and 3/4.6.4).

Thomas M. Novak July 25, 1985 (3). Periodic testing of the SLCS interlock with valve C41-F031. This involves a difference between the SER and TS 3/4.1.5, as noted by the contract reviewer.
(4). Periodic calibration of thermal overloads for penetration overcurrent protection. This involves a difference between the SER and TS 3/4.8.4, as noted by the contract reviewer.
Any additional comments by our contract reviewer will be considered between now and issuance of the Technical Specifications with the operating license.
Any further changes requested by the applicant, other than those required to correct editorial or typographical errors, should be submitted on the docket with justification to support each requested change.
