REGION IV REVIEW 0F RIVER BEND DR\\fT TECHNICAL SPECIFICATIONS This confims the telephone conversation of April 12, 1985, between E. L.

Butcher (NRR) and J. P. Jaudon (RIV).

In order to conduct a rapid review of the final draft of the River Bend Technical Specifications for the River Bend Station, we have scheduled an inspection for the week of April 29, 1985. This inspection will involve approximately ten inspectors onsite for the week of April 29, 1985. To prepare for this inspection, it is necessary that each participant or group of participants have a copy of the final draft Technical Specifications in hand the preceding week.

In addition to the River Bend and regional inspectors, we also plan to use resident inspectors from two other sites and two EG&G contractors.

The publication date for the final draft River Bend Technical Specifications is April 22, 1985. Not only is it important that this date be met, but it is equally important that copies of the Technical Specifications be sent by the means indicated in the attachment on April 22, 1985.

If you cannot meet the comitted schedule (i.e., publication and transmission on April 22,1985), we need as much advance notice as possible. We cannot guarantee that our review will be completed on time if your publication date slips. Additionally, any slippage in your dates will adversely impact other inspection schedules and programs.

SUMMARY

- TECHNICAL SPECIFICATIONS FOR RIVER BEND STATION NRR attendees and Gulf States Utilities (GSU) managers and staff met to review the status of Technical Specification for the River Bend Station (RBS).

D. Crutchfield of NRR stated that NRR is willing to bypass the proof and review stage for the RBS technical specifications (tech specs). However, Crutchfield emphasized that the NRC staff reviewers will have full opportunity to review and comment on the tech specs and GSU would be required to certify the tech specs in two stages:

(1) Final Draft stage - GSU would have to conditionally certify that the Final Draf t of tech specs are in conformity with the plant as built, the FSAR and the SER, subject to the coments on the Final Draft provided by GSU.

(2) Final Tech Specs - GSU would certify that the tech spec are in conformity with the plant as built, the FSAR and SER. These tech specs would be published as appendix A to the license granted GSU.

GSU concurred with the above.

Schedule The enclosure present NRRs milestones for tech spec development and review.

NRR identified the following key milestones:

4/22/85 - Final Draft of tech specs issued and certified by applicant.

5/6/85 - Staff reviewers provide compnts 6/6/85 - Resolution of staff coments

Other issues Mr. D. Williamson will serve as GSU spokesman on the tech specs.

Mr. Deddins of GSU stated that by 5/6/85 RBS plant will be at a point where GSU can certify to the veracity of the tech specs.

NRR reconsnended that GSU use an independant group to check out the tech specs.

Diesel Generators Mr. Novak of NRR strongly suggested that GSU examine their options on the TDI diesel generators.
