to your application dated September 24, 1996, and Combustion Engineering, j

Inc.'s (CE's) affidavit executed by C. B. Brinkman dated December 5, 1996, NSP submitted supplemental information related to your license amendment request for incorporation of elevated F-Star (EF*) steam generator tube repair criteria into the Prairie Island Units 1 and 2 technical specifications. NSP requested that Attachment 1, CEN-620-P, Revision 03-P, " Series 44 & 51 Design 1

I Steam Generator Tube Repair Using a Tube Rerolling Technique," December 1996, be withheld from public disclosure pursuant to 10 CFR 2.790. By letter dated January 20, 1997, you submitted nonproprietary versions of both Revisions 03-P and 02-P of CEN-620-P.

CE stated that CEN-620-P, Revision 03-P, should be considered exempt from mandatory public disclosure for the following reasons:

A similar product is manufactured and sold by major pressurized water reactor (PWR) competitors of CE.

Development of this information by CE required tens of thousands of dollars and thousands of manhours of effort. A competitor would have to undergo similar expense in generating equivalent information.

3.

In order to acquire such information, a competitor would also require considerable time and inconvenience to develop the analyses and testing performed to verify that re-rolling tubes is an acceptable repair technique.

4.

The information consists of the design and development of a tube repair technique involving tne re-roll process, the application of which provides a competitive economic advantage. The availability of such information to competitors would enable them to modify their product to

,,,4 better compete with CE, take marketing or other actions to improve their Pf1 product's position or impair the position of CE's product, and avoid W

developing similar data and analyses in support of their processes, methods, or apparatus.

In pricing CE's products and services, significant research, agg development, engineering, analytical, manufacturing, licensing, quality assurance, and other costs and expenses must be included. The ability of CE's competitors to utilize such information without similar expenditure or resources may enable them to sell at prices reflecting significantly lower costs.

Use of the information by competitors in the international marketplace would increase their ability to market nuclear steam supply systems by l

reducing the costs associated with their technology development.

In addition, disclosure would have an adverse economic impact on CE's potential for obtaining or maintaining foreign licensees.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains proprietary commercial information.

Therefore, the version of the submitted information (CEN-620-P, Revision 03-P,

Technique," December 1996) marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and'Section 103(b) of the Atomic Energy Act of 1954, as amended.

Witinholding from public inspection shall'not affect the right, if:any, of persons properly and directly concerned;t6 inspect the documents. <If < the need arises, we may send copies of this,information,to>our consultants working in this area. We will, of course, ensure that the consultants have signed the.
