Enclosure COMMENTS ON THE CLINTON ODCM

1. Section 2.3, page 2-Iff The instrumentation for each alarm and trip set point, including radiation monitoring and sampling systems and effluent control features, should be referenced to the Clinton FSAR (Section 11.5).
2. Section 2.4', page 2-11 The value for U, of 10 liters /yr is not acceptable. Regulatory Guide (R.G.) 1.109 in. Table E-5 specifies a value of 730 liters / year for the maximum-exposed individual.
3. Table 2.4-1, page 2-11 This table must be recalculated and reconstructed based on comment 2.
4. Table 2.6-1, page 2-24 This table is incomplete. The complete table must be submitted. '
5. Table 3.4-2, page 3-9ff For the purposes of 10 CFR Part 20 calculations, the child is considered the critical receptor. Therefore, the pathway dose factors, P j, must be recalculated. Additionally, only the factors for the inhalation pathway need to be calculated.
6. Section 3.5.2.1.2, page 3-19 The exposure time, t, is specified as 15 years, which is the midpoint of a 30 year operating license. Since it is our understanding that you will request Clinton ODCM Review 1 08/22/85

. your calculations.

7. Section 3.5.2.1.3, page 3-20 C

Pathway factors, R , are calculated differently for H-3 and C-14. You have correctly indicated the equation for H-3. YoumustalsocalculateaRh for C-14. Equation C-8, page 1.109-26 of R.G. 1.109 provides the appropriate method for performing this calculation.

8. Section 3.5.2.1.4, page 3 -That the exponential in line 2 of equation (11) is a raultiplicative factor of line 1 should be clarified.
9. Section 3.5.2.1.4, page 3-22 See coment 7. An equation for pathway factor, R", must be used.
10. Section 3.5.2.1.4, page 3-23 See comment 7. An equation for pathway factor, R V, must be used.

11. Table 3.5-10, page 3-58 The value for this specified as 90 days. Table E-15 of R.G. 1.109 specifies a value of 0 days for cattle ingestion of pasture grass. You must justify the of use the longer time period. If you choose hot to justify your current values, the factors in Tables 3.5-13 through 3.5-16 must be recalculated.

In addition, parameter, t,, in your table is identified as t in s Table E-15 of R.G. 1.109. This correction should be made.

13. Table 3.5-12, page 3-60

.The reference for parameter, Lf , is incorrectly indicated as Table E-5 of R.G.-1.109. The correct' reference is Table E-15. Additionally, the reference for parameter, fg ,'is indicated as page 28 (sic). The correct reference should be provided.

14. Figures 5.0-1 through 5.0-3, pages 5-9 through 5-11 These figures must depict the locations of the sampling points in the Radiological Environmental Monitoring Program (REMP). The present figures (maps) are too vague and small for this' purpose. These maps must be revised to show clearly, inter alia, the site boundary for Clinton and all monitoring locations. An enlarged, annotated map will facilitate review of the REMP locations.
15. Table 5.0-1, page 5-2 Technical Specification 3.12.1 and its Table 3.12-1 require that the REMP include the following samples, which do not appear in Table 5.0-1:
1. Control sample for drinking water.
2. I sample of each recreationally important species of fish in the vicinity of the plant discharge area.

Additionally, the locations for milk sampling are indicated "as detennined by Annual Census" in the Table 5.0-1. The locations for these samples must also Clinton ODCM Review 3 08/22/85

s be specified in the ODCM. The ODCM may be updated annually to reflect the current Annual Census. Table 5.0-1 should be corrected accordingly. I

16. (No Reference)

A new section describing the atmospheric dispersion models used to determine the relative concentration, X/Q, and relative deposition, D/Q, values must be provided. Additionally, the type of release, ground or mixed mode, continuous or periodic, used to calculate these values must be discussed.

17. (No Reference)

Technical Specification 3/4.12.3 requires that the applicant participate in an Interlaboratory Comparison Program. This participation must be described in the ODCM.
