GOAL To successfully manage and implement regulatory commitments which are applicable during the decommissioning of Connecticut Yankee.

J'ROCESS l The major deliverable in CY's commitment management efforts is a continuously current database of the applicable CY regulatory commitments. This database allows CY users  ;

the ability to enter new commitments, track their working status and document the implementation of completed commitments. Two minor deliverables will be an i Administrative Control Procedure (ACP) goveming the process for screening the  !

commitments which remain applicable during decommissioning and another ACP l governing the ongoing commitment management process at CY.

  • A major effort to identify commitments from correspondence was undertaken during l CY's Configuration Management Plan (CMP). The team responsible for this effort j identified approximately 10,868 commitments in 7,085 letters. One of the first steps to be undertaken will be to screen the commitments identified to determine which ones are applicable during decommissioning. The screening process will be controlled by the commitment screening ACP.
  • Commitments applicable during decommissioning will be verified to be implemented.

Any discrepancies will be identified via the ACR/UIR process.

  • New submittals will be reviewed for ccmmitments as they are submitted or received from the NRC.
  • The CY Commitment Tracking System (CTS) database will be maintained current as required by the commitment management ACP.

  • The AITTS system with associated AR's will be utilized as the official tracking l mechanism. However, as soon as CY's Corrective Action program is instituted, its tracking mechanism will be utilized.

l l INTERPERSONAL

  • The CMP commitment lead will provide support to both the plant (through CY Licensing) and to the CMP Manager.
  • Plant personnel may be loaned to the CMP commitment effort on an as needed basis to provide support due to the thinning of the CMP contractor staff. The screening process for commitments applicable during decommissioning is a likely effort requiring support.
  • Communication with the NRC on the subject of missed commitments or commitment revisions is the responsibility of the CY Licensing Manager. The CMP lead will inform the Licensing manager of any discrepancy.
  • Plant personnel must provide the CMP lead with status and completion information for the commitments under their area of responsibility. The CMP lead will incorporate this information into the CTS and provide current statu:: : ,mrts to all responsible departments / individuals who own commitments.

. CMP commitment management data entry personnel perform filing, data entry and database management functions.
