- Larry, As I told you yesterday, we at DRS do not close an item unless procedures, DCPs and other documentation associated with the package are completed and/or installed, as applicable. Further, we do not close an item unless the MRC has also approved and closed that item. For instance, Package T24 was reviewed and left open pending completion of the associated DCP (See IR No.96-07).
Regarding T27 that you saw, Leannee understands that the issue is not closed until we are satisfied that all the work that is pending is completed and satisfactory. About the reason why that package was approved, I spoke to Nick Conicella. He told me that they have recalled rome packages that had too many hold cr that the open issues were significant. Packages with straight forward actions were not recalled.
Regarding the NJ inspectors, we are trying to understand the concerns that they might have as a result of their review. Nonetheless, this ought to be a topic of discussion at the next SAP meeting.

While we need to cooperate with them and give them an opportunity to perform an independent review of the packages, it is inevitable that we will fail to make an observation that they did, for a number of reasons. Then we need to ask ourselves what do these discrepancies mean or do to the credibility of the NRC review efforts. I had already thought about this issue and I was going to bring it to the SAP.
